A: Illinois law is a bit vague. In general, it says "an order for child support may be modified … upon a showing of a substantial change in circumstances." What's substantial depends on the particular facts of each case. The 20 percent change you refer to comes into play if you're getting help from the child support enforcement services of the Illinois Department of Healthcare and Family Services (formerly, the Department of Public Aid). That department can help set and collect child support, even if you're not getting any state aid.
